Prior meetings (North BPC Resiliency Project) The Battery Park City Authority had originally embarked upon the North BPC project as a standalone Design-Bid-Build project, and had completed 30% design when BPCA was granted Design Build Authority by the New York State Legislature in April 2020. As a result, BPCA has determined to proceed with a Progressive Design Build (PDB) approach, which will combine the North BPC Project and the West BPC Project. This PDB approach will provide for the design and construction of the combined North and West BPC Projects (the North/West BPC Resiliency Project) under a single PDB contract.
